Memorandum on Hong Kong Radio Services

The Government Radio Telegraph services of

Hong Kong may be divided into three sections:

Ship to Shore service

Fixed Station service

Broadcasting.

The Hong Kong Government have indicated in a

draft agreement the terms under which they are prepared

to hand over the Fixed Station services to the Imperial

Communication Company. The agreement also provides for

Wireless Telephany.

The Fixed Station service with China is of the

utmost importance to Hong Kong. It provides the only

means of communication with the majority of the places in

China, in fact the only way that the Hong Kong Radio

Station vis a vis China can be properly regarded is as an

integral part of the Chinese Inland Telegraph System.

The Hong Kong Station serves other countries but in no

instance has any service such commercial and political values.

Since the draft agreement was drawn up the traffic

has increased, and in increasing beyond the capacity of the

plant and immediate action is essential.

In considering provision for the future it is

necessary to bear in mind the fact that only the efficiency

of the service can retain it in either the Government or

Communication
